
April 2024: Entscheidung zwischen Straße und Wald
Einleitung und Anlass
Die Entscheidung fiel pro Straße, contra Wald. Anlass zu diesem Artikel ist mein vorheriger Businessplan mit der unterstützenden Mitwirkung bei Bürgerinitiativen, die Natur schützen und erhalten möchten. Zu dieser Zeit gab es das Renaturierungsgesetz noch nicht.
Worum geht es? Es scheint darum zu gehen, dass seit 30 Jahren eine Umgehungsstraße für Hückelhoven gebaut werden soll. Diverse Bürgergruppen wehren sich gegen diese Idee. Ich wurde durch die Arbeit des Naturschutzvereins Hückelhoven darauf aufmerksam gemacht, der sich extra deswegen gegründet hat.
Tätigkeitsbeschreibung des Naturschutzvereins:

„Schutz des ländlichen Lebensraums, der darin lebenden Tiere und Pflanzen und seiner Artenvielfalt“

„Wälder und Bäume sind im Raum Hückelhoven akut durch den Bau neuer Umgehungsstraßen und Industriegebiete bedroht. Deshalb setzen wir uns besonders für den Erhalt des Junkerwaldes sowie anderer bedrohter Grünflächen ein. Wir wollen Mitbürger für diese Ziele sensibilisieren und aufklären.“
In Hückelhoven soll ein Wald gerodet werden, um eine Straße bauen zu können. Schon seit über 10 Jahren wehren sich die Bürger dagegen.
Der Wald am Junkerberg und seine Bedeutung
Worum geht es?
Eine Bürgerinitiative möchte, dass der Wald am Junkerberg bleibt. Die EU möchte das auch. Es handelt sich um einen Buchenwald. Die Buche hat einen besonderen Platz im Naturschutzgesetz. Auch die Waldameise.
Welche Farne, Moose, Insekten, Vögel und Bäume sind noch in diesem Wald versteckt, die artengeschützt sind? In der Vergangenheit – da wohl schon lange zwischen Bürgern und Planern von Straßen und Industriegebieten gegenteilige Wünsche vorherrschen – ging es um den Schutz des Grundwassers, was sich die Bürger wünschen. Welche Gründe liegen vor, hier eine Straße durch den Wald zu roden, der mindestens 150 Jahre alt ist?
Bei einer Veranstaltung am 25.04.2022 nahmen 120 Bürger teil, um zu sagen: Wir wollen keine neue Straße, wir wollen den Wald behalten. Denn der Junkerwald müsste dort in der Mitte gerodet werden, um die Straße zu bauen.
Die Proteste und Argumente der Bürger

Kurzer Auszug der Reden:

„Bin stolz auf alle, die dabei sind, dass wir uns engagieren und eine Meinung haben.“

„Wir wünschen nicht, dass unser Wald gefällt, gerodet, beseitigt wird.“

„Wir wollen keinen Wall hier. Der Sinn ist aus dem Sack. Diese Straße ist eine LKW-Trasse. Schwerlasttrasse zum geplanten Industriegebiet. Zwischen Lindern und Brachelen. Es gibt schon Organisationen, die sich hier auch dagegen zur Wehr setzen. Ein 250 Hektar großes Industriegebiet soll da entstehen. Auch das ist nicht das, was wir wollen. Weil wir uns seit Jahren wehren, haben wir mittlerweile einen Verein gegründet. Wir wollen kritisieren und möglicherweise auch verhindern, dass immer mehr Grünbereiche geschädigt werden: Wiese, Flure, Äcker.“
Heimatverlust durch LKWisierung (geiles Wort, ;)). Hier gab es Hochwasser, weitere Versiegelungen sind eine Katastrophe. Wald ist wichtig für unser Klima und somit für unsere Kinder. Wissenschaftliche Studien haben erwiesen, dass Industriegebiete sich bis zu 80 Grad erhitzen. Rückgang der Artenvielfalt:

Der Kiebitz ist zu 91 % weg, zu 93 % das Rebhuhn, Ortolane (?) komplett ausgerottet.

Zugvögel: Jeder zweite ist ausgestorben, sie finden einfach keine Nahrung mehr.

Schmetterlinge: 50 % weg durch Lebensraumwegnahme (durch Industrialisierung zum Beispiel).

Kriechtiere bis zu 71 % verschwunden, ebenso Lurche und Kröten.

52 % der Bienen und Wildwespen sind verschwunden.
Kritik an den Planungen und Interessenkonflikten
Nun möchte ich herausfinden, was als Ausgleich dafür gemacht werden muss. Wie gleiche ich einen Buchenwald und Versiegelungen aus und mit was? Bedingungslos kann ich sagen, dass diese Entscheidung eine klare gegen das Leben ist.
Stichwort Wasser: Jeder Wald ist wichtig für die Wasserversorgung. Versiegelung, Durchsetzen von Geldinteressen versus Bürgerinteressen. Keine Demokratie und Missachtung des Berufs Politik als Vertreter des Volkes, die dafür sorgen sollten, dass es dem Volk gut geht. Heutzutage ist das Überleben wichtiger als ein Einkaufspark und eine neue Straße, denn davon hat der Bürger ehrlich gesagt nichts – nur die Leute, die das bauen, und dann auch nur bis zu deren Tod.
Lügnerei und Scheinargumente
Der Grund für den Straßenbau wurde 2022 so ausgegeben: Entlastung der Bürger, die an einer Straße wohnen. Schon alleine die Argumentation dafür war Quatsch, da Verbrennerautos bald verboten werden und E-Autos leise sind. Heute ist öffentlich zu lesen, dass es für ein Gewerbegebiet ist. Alleine an diesem Punkt ist es sehr deutlich zu erkennen, was hier passiert: Grobe Verletzung an der Natur, grobe Verletzung an den Grundrechten der Bürger auf Wasser, Luft, Erholung und Seelenwohl.
Es ist zwar nur ein „kleiner“ Wald, aber ein seltener Nicht-Wirtschaftswald mit altem Buchenbestand. Und besonders Buchen sind zu schützen. Gewinn bringt es nur ca. 20 Menschen. Na gut, Bauarbeiter haben für ein bis zwei Jahre eine Berufstätigkeit. Doch dann kommen wir wieder zu dem Punkt, was es nützt, zwei Jahre zu arbeiten und danach nichts mehr zu trinken zu haben. Und das gilt auch für die 20. Ob NRW jetzt wirtschaftlich aufblüht durch ein neues Gewerbegebiet, ist alte Schule und funktioniert heute nur kurzfristig – danach ist Tod.
So fing dann meine Mailreise an, um nach den Gründen zu forschen.
Die Antworten der Behörden
Die Antwort vom Verkehrsministerium
Gründe für den Bau:

Weniger Verkehrstote bzw. weniger Verkehrsunfälle in der Ortschaft Hückelhoven. (Antwort darauf, wie viele Verletzte und Tote es pro Jahr durch die Straße gibt, die ersetzt werden soll, suche ich noch. Welche Abteilung führt diese Daten?) Apropos ersetzen: Wenn sich herausstellt, dass es wirklich sehr wichtig ist, diese Straße zu bauen, dann könnte ja die alte Straße umgewandelt werden in eine Baumallee und die Versiegelung durch Beton entfernt werden. Dann hätte man auch schon ein paar Ersatzbäume zusammen.

Ein schöner Radweg. Der ist auf der bestehenden Straße durch Platzmangel nicht möglich.

Wohlbefinden für die Bürger von Hückelhoven: Weniger Lärm, weniger Abgase.
Kurios ist bloß, dass seit 30 Jahren irgendwelche Menschen diesen Vorteil gar nicht wollen, sondern lieber den Wald behalten wollen. Ja, anscheinend läuft dieser Prozess „Straße ja, Straße nein“ schon so lange. Einen alten Plan über die Umgehungsstraße konnten Naturschutzgruppen erfolgreich entgegenwirken. Daraufhin wurde die Straße mit einem anderen Weg neu geplant.
In einem Gespräch erhielt ich folgende Informationen über die Einschätzung, was die Bürger von Hückelhoven wollen:

„Da kann man doch eh nix mehr machen.“

„Ich bin schon zu alt und schon tot, wenn das umgesetzt wird.“

„Ich habe andere Probleme, als mich mit sowas zu beschäftigen.“

„Ist mir echt egal.“
-
„Ich habe zu tun mit Karriere und so, ich habe keine Zeit dazu, Stellung zu beziehen.“

„Ich find’s gut.“
-
„Das ist eine Katastrophe (oder sagen wir mal ein weiterer Baustein zum Projekt Lebensraumverlust für den Menschen) für die Zukunft des Menschen.“
Also, um wirklich diese Begründung aufzuführen, müssten auch alle Bürger von Hückelhoven gefragt werden. Da das Verkehrsministerium davon ausgeht, dass der Bürger von Hückelhoven sich über den Plan freut, möchten wir sie bitten, wenn sie mögen, kurz Stellung zu beziehen. Sollte sich herausstellen, dass die Mehrheit der Bürger keinen Vorteil darin sieht, so müsste die Begründung gelöscht werden und es blieben dann nur noch drei übrig.

Schadstoffeinsparung dadurch, dass sich die Wege für den Fernverkehr verkürzen. Hier nun wäre ein bisschen Mathematik angebracht. Der Vergleich: Wieviel Schadstoff wird pro Jahr eingespart? Wie viel weniger Sauerstoff und Wasserschutz durch die Rodung und den Bau? PLUS: Ab 2035 sollen keine Benziner mehr verkauft werden. Also muss die Rechnung lauten: Schadstoffeinsparung pro Jahr durch die Verkürzung mal 13 Jahre im Gegensatz zu den Vorteilen eines Waldes. Ist die Einsparung der Schadstoffe extrem höher als der Vorteil eines Waldes, so könnte man sagen, dass dies der wichtigste Grund für die geplante L364n ist (in meiner Logik).
Suchbegriff L364n: Straßen NRW Meldung
Oh, da steht, dass dafür auch ein Bahnübergang gerodet werden muss. Hm. The Law of Nature EU möchte sich stark machen für die Rückkehr des „Rechts“ auf Nahverkehr für die Bürger. Ist es nicht so, dass die Bahn derzeit die umweltfreundlichste Möglichkeit des Reisens und des Transportes ist? Hm, und da steht, dass die Bauarbeiten schon im Februar angefangen haben? Ich habe das jedenfalls so verstanden, dass die Bürger sich den Regionalplan noch angucken und auch Einspruch erheben können, und dass auch der Prozess eines Bauern, der seine Felder nicht dafür verkaufen möchte, noch untermauert bzw. unabgeschlossen ist.
Ehrlich gesagt hat mich jetzt keiner dieser Gründe von der Wichtigkeit überzeugt.
Anfrage an den Landesbetrieb Straßenbau NRW
Frage an den Landesbetrieb Straßenbau Nordrhein-Westfalen über den Pressekontakt (Verantwortlich für Landstraßen NRW):
Sehr geehrte Damen und Herren, ich beschäftige mich gerade mit den Planungen der L364n und der dafür geplanten Schneisenrodung durch den Buchenwald Junkerberg. Bei einem Punkt bin ich verwirrt. Soweit ich es verstanden habe, liegt der Regionalplan noch aus zur Einsicht und der Möglichkeit der Einwandserhebung. Zusätzlich läuft gerade noch ein Prozess beim Amtsgericht Münster, dessen Ausgang noch ungeklärt ist und mit dazu führen könnte, dass diese Straße nicht gebaut wird. Wieso fangen die Bauarbeiten dann schon an? Bitte leiten Sie mir die Genehmigung für den Start der Bauarbeiten zu. PS: Bitte teilen Sie mir mit, ob Sie wissen, wer die Berechnungen und Ausgleichsforderungen für derzeitige Eingriffe in die Natur bearbeitet. Haben Sie als Landesamt damit etwas zu tun, oder wende ich mich mit dieser Frage an das Land NRW oder an die Obere Naturschutzbehörde? Mit freundlichen Grüßen

„Wir bedanken uns für Ihre Anfrage. Im Zuge der Landesstraße 364 sind im Gebiet der Straßen.NRW-Regionalniederlassung Niederrhein mehrere Baumaßnahmen. Die von Ihnen beigefügte Pressemitteilung bezieht sich auf die L364n, in diesem Fall explizit für die Bahnübergangsbeseitigung in Geilenkirchen-Süggerath. Die dafür vorgenommenen Baumfällungen befinden sich in Geilenkirchen. Der Junkerberg bei Hückelhoven ist hier nicht betroffen. Für den Bau der L364n, Ortsumgehung Hückelhoven, ist die Nutzung des Waldes am Junkerberg vorgesehen. Ob die Ortsumgehung mit der vorliegenden Planfeststellung umgesetzt werden kann, unterliegt noch einer ausstehenden gerichtlichen Entscheidung. Für Rückfragen stehen wir gerne zur Verfügung.“
Die Frage nach den Ausgleichsmaßnahmen
Bevor ich weiterschreibe, verkünde ich erst einmal die Information aus einem Zeitungsartikel: Für eine gerodete Buche müssen 2.000 neue Bäume gepflanzt werden.
Ja Mensch, wer hat denn das Gesetz erfunden? Wenn ich mal kurz hochrechne aus dem Gefühl heraus, müssten sicher mehr als 10 Buchen gefällt werden. Nehmen wir mal an, es sind 50. Dann müssten im Gegenzug 100.000 Bäume neu gepflanzt werden. Ja, wo sollen die denn hin? Dafür ist doch gar kein Platz in Deutschland. Ist es möglich, diese auch in Indien als Ersatz zu pflanzen, oder muss das tatsächlich in Deutschland sein? Oder gibt es genug Platz? Und wie viel kostet es denn, einen Wald mit 100.000 Bäumen zu pflanzen? Oder wären die Flächen vom ehemaligen Tagebau dafür groß genug? Können da überhaupt Bäume wachsen? Wie ist denn so die Bodenqualität einer Ex-Tagebaubaustelle?
Also, 100.000, puh. Auf der Suche nach Informationen, damit ich mir vorstellen kann, wie groß so eine Fläche sein muss, stoße ich auf Bauhaus (Bauhaus Initiative). Auf die Schnelle keine Info gefunden, die meine Vorstellung klärt, wie groß eine Fläche mit 100.000 Bäumen ist. Die wollen 1 Million Bäume pflanzen. Wow.
Dazu finde ich leider einen unrühmlichen Beitrag in der ARD: Menschen in anderen Ländern wird ihr Lebensraum weggenommen, um dort diese „Ersatzflächen“ zu bauen. Eigentlich logisch, da in Deutschland wohl kein Platz dafür ist – als Monokulturen, und dann werden Holzkohlemeiler daraus gemacht, die noch mehr CO2 freisetzen. Nicht erlaubt, aber kann gemacht werden. (Der Artikel aus der Berliner Woche zur groß angelegten Pflanzkampagne von Bauhaus war zum Stand 22.03.2026 nicht mehr auffindbar).
Das Projekt „FUTURE SITE InWEST“ (FSI)

Kreis: In Schleswig-Holstein und NRW wird dieser Begriff genutzt. Konkret: Wer ist der Kreis in diesem Beispiel?

Politik: Welche? Vom Bundesland, von Deutschland, von der EU, von der Welt?
„Umgehungsstraßen für die angrenzenden Ortschaften sind derzeit das zentrale Thema, wenn es um die Entwicklung der Industriefläche FUTURE SITE InWEST geht. Reichen die geplanten Infrastrukturmaßnahmen aus?“
Die Umgehungsstraße L364n gehört wohl nicht dazu. Die wird ja aus anderen Gründen gebaut (zu diesem Zeitpunkt bin ich immer noch von den Gründen ausgegangen, die genannt wurden!).

„Umgehungsstraßen für die angrenzenden Ortschaften sind derzeit das zentrale Thema, wenn es um die Entwicklung der ca. 240 Hektar großen Industriefläche FUTURE SITE InWEST (FSI) zwischen Lindern, Randerath und Brachelen geht, die im Landesentwicklungsplan des Landes NRW für landesbedeutsame und besonders zukunftsorientierte gewerblich-industrielle Großvorhaben vorgesehen ist.“ (Future Site InWest)
„Derzeit werden verschiedene Gutachten eingeholt, Konzepte und Pläne mit dem Ziel erstellt, ein innovatives und nachhaltiges Industrieareal für die klimaneutrale Industrie der Zukunft zu entwickeln, zu erschließen und zu vermarkten. Eine besondere Herausforderung besteht dabei darin, ein sowohl für Unternehmen als auch für Anwohner attraktives und verträgliches Verkehrskonzept zu entwickeln und die Ortsdurchfahrten der angrenzenden Dörfer nicht zusätzlich zu belasten. Vor diesem Hintergrund wird gerade ein Verkehrsgutachten erstellt, um analysieren und bewerten zu können, inwiefern das Verkehrsnetz den zu erwartenden Verkehr aufnehmen kann und welchen Beitrag die geplanten Verkehrsprojekte zur Verbesserung der Verkehrssituation leisten werden.“
Herausforderung: Gut für Unternehmer und gut für Anwohner (und für mich oder die anderen Menschen in Deutschland oder auf der Welt?). Ortsdurchfahrten sollen nicht belastet werden wegen FSI. Es wird gerade ein Gutachten erarbeitet, wie das Verkehrsnetz den Verkehr, der zu erwarten sein wird durch FSI, auffängt.
NRW-Verkehrsministerin Ina Brandes besuchte aus diesem Grund die Stadt Geilenkirchen, um sich ein Bild von der Situation vor Ort zu machen und im persönlichen Gespräch mit den Verantwortlichen in der Region über weitere Verbesserungen der Verkehrsinfrastruktur zu sprechen. Ina Brandes, Verkehrsministerin des Landes Nordrhein-Westfalen: „Im Rheinischen Revier haben wir jetzt die einmalige Chance, mit neuer Mobilität den Strukturwandel in der Region zu beschleunigen.“
Was ist Strukturwandel?
Aus dem Schülerlexikon Politik/Wirtschaft:
„Strukturwandel bezeichnet eine dauerhafte Veränderung der Wirtschaftsstruktur einer Branche, Region oder Einkommensschicht, die weder saisonal noch konjunkturell begründet ist. Der Strukturwandel wird durch wissenschaftlich-technische Innovationen, zunehmende Verflechtung nationaler und internationaler Volkswirtschaften und demografische Bedingungen bestimmt…“
Ok, das kommt noch aus der alten Struktur, das Wort Strukturwandel. Denn es bezieht die Gesetze der Natur nicht mit ein. Oder nennt sich das auch Strukturwandel, wenn jetzt alle umweltfreundlich werden?
„Dazu gehören moderne Radwege und Schienennetze, aber eben auch gut ausgebaute Straßen mit Anbindungen an das Bundesfernstraßennetz: Auf diese Weise kann sich das bedeutsame Strukturwandelprojekt FUTURE SITE InWEST richtig entwickeln. Zugleich muss garantiert sein, dass Anwohner in den Gemeinden von Durchgangsverkehren entlastet werden – Lärm raus, gute Luft rein…“
Wirtschaftswachstum UND höhere Lebensqualität. Höhere Lebensqualität für das Rheinische Revier und den Kreis Heinsberg. Inwiefern geht es dem Bürger dort besser durch FSI und schnellen Straßenbau?
„Die Kommunen Geilenkirchen, Heinsberg und Hückelhoven sowie der Kreis Heinsberg und seine politischen Vertreter zeigten gegenüber Brandes Einigkeit: Sie stehen geschlossen hinter dem Projekt und sind sich einig, dass die FSI zur Stärkung der Innovationskraft und Wertschöpfung sowie zur Schaffung neuer Arbeitsplätze beitragen, auf diese Weise einen wichtigen Beitrag zum Strukturwandel im Rheinischen Braunkohlerevier leisten und eine enorme Strahlkraft für die Region entwickeln kann.“
Also, Hückelhoven hat nichts mit der Umgehungsstraße L364 zu tun, aber wohl mit dem FSI-Projekt.
Die Argumente der Politiker und Verantwortlichen

Stephan Pusch (Landrat Kreis Heinsberg): „Die Verkehrsanbindung ist einerseits der Knackpunkt der Entwicklung dieser einzigartigen Fläche im Rheinischen Revier. Andererseits besteht genau darin jedoch die große Chance, dringend erforderliche Infrastrukturmaßnahmen im Kreis Heinsberg gemeinsam entscheidend voranzutreiben.“ (Der Knackpunkt – entscheidender Punkt, von dem etwas Bestimmtes abhängt. Für mich ist das die gleiche Seite, kein Andererseits).

Ulrich Schirowski (Geschäftsführer Wirtschaftsförderungsgesellschaft für den Kreis Heinsberg mbH): „Die Entwicklung der FSI bedeutet für den Kreis Heinsberg – angesichts einer latenten regionalen Gewerbe- und Industrieflächenknappheit – eine einzigartige Chance zur nachhaltigen Wirtschaftsentwicklung… Dies darf aber nicht einseitig zu einer übermäßigen zusätzlichen verkehrlichen Belastung der Anwohner werden. Daher muss die Erschließung und Vermarktung schrittweise mit der Realisierung der erforderlichen Verkehrsinfrastrukturprojekte einhergehen.“

Wilfried Oellers (Bundestagsabgeordneter): „Die Sorgen der Bürger vor negativen Folgen in Bezug auf die Verkehrsbelastung sind bei uns angekommen und wir nehmen diese sehr ernst…“

Thomas Schnelle (Landtagsabgeordneter): „Wir müssen mit einer klaren Kommunikation in der Planung für eine weitreichende Akzeptanz sorgen und die Anregungen der Bürgerschaft aufnehmen. Unabhängig davon, ob die FSI wie geplant entwickelt wird, muss es eine Entlastung der Ortschaften geben. Die Entwicklung der FSI erhöht nun unsere Argumente für einen zeitnahen Bau der erforderlichen Straßen.“

Bernd Krückel (Landtagsabgeordneter): „Viele Prozesse sollten zudem parallel laufen, um das Projekt voranzubringen. Solche Projekte brauchen einfach Zeit, jedoch sollte man versuchen, mit allem politischen Hochdruck Prozesse zu beschleunigen. Deswegen müssen wir jetzt mit aller Macht und auf allen Ebenen zusammen an einem Strang ziehen.“

Daniela Ritzerfeld (Bürgermeisterin Geilenkirchen) & Kai Louis (Bürgermeister Heinsberg): „Die Ortschaft Lindern insbesondere, aber auch die umliegenden Ortschaften, können nicht die Verkehrslast eines landesbedeutsamen Industriegebiets aufnehmen, daher muss die Lösung eine ortsdurchfahrtsfreie Anbindung an die Autobahnen sein.“

Bernd Jansen (Bürgermeister Hückelhoven): „Prioritär für die Hückelhovener Verkehrsentlastung ist die L364n, für die wir schon seit über 20 Jahren kämpfen. Das anhängige Gerichtsverfahren sollte so schnell wie möglich zu Ende geführt werden, damit der weitere Ausbau erfolgen kann. Dies ist eine wichtige Entlastung für Hückelhoven und Hilfarth und zugleich ein zentraler Baustein für die zukunftsorientierte Entwicklung der FSI.“
Fazit und offene Fragen
Gut, also ohne FSI wird die Straße gebaut wegen eines schönen Radwegs, weil die Autos und LKWs, die auch ohne FSI da rumfahren, weniger Sprit brauchen, weil der Weg dann kürzer ist, und somit Deutschland hilft, CO2 einzusparen. Die Berechnung dieser Einsparung möchte ich sehen, denn es muss eine geben (angefragt). Und damit die Menschen in Hückelhoven es leiser haben, weil die Autos dann woanders langfahren. Nach Rücksprache habe ich jedoch erfahren, dass der Verkehrsstrom hoch bleiben wird wegen des MediaMarkts und so. Mein Vorschlag wäre eine Spielstraße oder Blumen statt einer Asphaltstraße aus der alten Straße zu machen, damit kein Autofahrer lieber doch da langfährt. Flächenentsiegelung vorantreiben.

Im vorherigen Beitrag hieß es, dass FSI nur ein Pusher wäre, jedoch die Straßen nicht dafür nötig sind bzw. anders begründet werden. Hier steht nun, dass der Hauptfokus aber darauf liegt. Ein paar Tage später (03.05.2022) die Auskunft von Straßen NRW: Der Abschnitt, der durch den Junkerwald führen soll, ist tatsächlich NUR für die Entlastung der Anwohner in Hückelhoven gedacht und hat nichts mit dem anderen Teil der L364n zu tun. Warum diese dann den gleichen Namen tragen, weiß ich noch nicht.
Wenn die Bürger gegen eine Straße durch den Wald sind, die gebaut werden soll, um jene zu entlasten… äh… also jetzt nur, damit Bürger, die nicht dagegen protestieren, weniger Lärm haben – obwohl ihr Haus sowieso an der Straße steht – und dafür ein rares Buchenwaldstück getötet werden müsste, ist das als Grund für eine Ortsumgehung unhaltbar. Na gut, dann profitiert FSI vielleicht davon. Im Herbst 2022 steht ein städtebauliches Konzept, das Ergebnis der Verkehrsgutachter ist fertig und dann sind die Grundlagen da für weitere Bebauungen.
Ziel des SofortprogrammPlus des Rheinischen Reviers ist es, High-Tech-Unternehmen aus den Bereichen Automobil-, Maschinen- und Anlagenbau, aus der pharmazeutischen, chemischen und Kunststoffindustrie sowie der Energie- und Regelungstechnik für den Standort zu interessieren.
Welche Unternehmen sind geplant? Pharmazie, Chemie, Kunststoff, Energie- und Regelungstechnik, Automobile. Es wäre nun zu differenzieren, denn ich sehe hier in den Punkten erstmal keine nachhaltigen Unternehmen. Jedenfalls kenne ich es aus den alten Industriezweigen so, dass diese der Natur schaden. Wird das FSI nachhaltig gebaut und geplant – und ist es dann egal, wenn unnachhaltige Unternehmen da wohnen? Oder gehören diese Unternehmen dann auch mit zu den Vorbildern?
April 2024: Decision Between Road and Forest
Introduction and Reason
The decision went in favor of the road, against the forest. The reason for this article is to contribute supportively with my previous business plan to citizen initiatives that want to protect and preserve nature. At that time, the Renaturation Act did not yet exist.
What is it about? It seems that an alternative bypass for Hückelhoven has been planned for 30 years. Various citizen groups are rebelling against this idea. I was made aware of this by the work of the Hückelhoven Nature Conservation Association, which was specially founded for this purpose.
Description of Activities of the Nature Conservation Association:

„Protection of the rural habitat, the animals and plants living in it, and its biodiversity.“

„Forests and trees in the Hückelhoven area are acutely threatened by the construction of new bypasses and industrial areas. Therefore, we are particularly committed to preserving the Junkerwald as well as other threatened green spaces. We want to sensitize and educate fellow citizens about these goals.“
In Hückelhoven, a forest is to be cleared to build a road. Citizens have been fighting against this for over 10 years.
The Forest at Junkerberg and Its Significance
What is it about?
A citizen initiative wants the forest at Junkerberg to remain. The EU wants that too. It is a beech forest. The beech tree holds a special place in the nature conservation act, as does the wood ant.
Which ferns, mosses, insects, birds, and trees are still hidden in this forest that are under species protection? In the past—since differing desires between citizens and planners of roads and industrial areas have apparently prevailed for a long time—it was about the protection of groundwater, which is what the citizens want. What reasons are there to clear a road through this forest, which is at least 150 years old?
At an event on April 25, 2022, 120 citizens participated to say: We do not want a new road, we want to keep the forest. Because the Junkerwald would have to be cleared in the middle to build the road.

We want to criticize and possibly also prevent more and the increasing damage to green areas: meadows, fields, arable land.“
Loss of homeland through truckification (cool word, ;)). There was flooding here; further sealing is a catastrophe. Forests are important for our climate and thus for our children. Scientific studies have proven that industrial areas heat up to up to 80 degrees. (From: Climate Adaptation Thematic Booklet: „Sealed surfaces and a low proportion of green space intensify the effects of overheating and weather extremes in commercial areas.“)
Decline in Biodiversity:

The northern lapwing is 91% gone, the grey partridge 93%, ortolans (?) completely wiped out.

Migratory birds: Every second one has died out; they simply find no more food.

Butterflies: 50% gone due to habitat removal (through industrialization, for example).

Reptiles up to 71% gone, as well as amphibians and toads.

52% of bees and wild wasps have disappeared.
Criticism of Planning and Conflicts of Interest
Now I want to find out what must be done as compensation for this. How do I compensate for a beech forest and sealing, and with what? Unconditionally, I can say that this decision is a clear one against life.
Keyword water: Every forest is important for the water supply. Sealing, enforcement of financial interests versus citizen interests. Lack of democracy and disrespect for the profession of politics as representatives of the people, who should ensure that the people are doing well. Nowadays, survival is more important than a retail park and a new road, because the citizen honestly gets nothing out of that—only the people who build it, and then only until their deaths.
Lying and Pseudo-arguments
The reason given for road construction in 2022 was: relief for citizens living along a road. The argument alone was nonsense, because combustion engine cars will soon be banned and electric cars are quiet. Today, it can be publicly read that it is for an industrial area. At this very point, it becomes very clear what is happening here: gross violation of nature, gross violation of the fundamental rights of citizens to water, air, recreation, and spiritual well-being.
It is only a „small“ forest, but a rare non-commercial forest with old beech populations. And beech trees in particular must be protected. It only brings profit to about 20 people. Well, construction workers have employment for one or two years. But then we come back to the point of what use it is to work for two years and have nothing more to drink afterwards. And that applies to those 20 as well. Whether NRW now flourishes economically through a new industrial area is old school and only works short-term—afterwards is death.
So my mail journey began to research the reasons.

Response from the Ministry of Transport
Reasons for construction:

Fewer traffic fatalities or fewer traffic accidents in the town of Hückelhoven. (I am still looking for the answer to how many injuries and deaths there are per year due to the road that is to be replaced. Which department keeps these data?) Speaking of replacement: If it turns out that it is really very important to build this road, then the old road could be converted into a tree-lined avenue and the concrete sealing removed. Then you would already have a few replacement trees together.

A nice bike path. Due to lack of space, this is not possible on the existing road.

Well-being for the citizens of Hückelhoven: Less noise, fewer exhaust fumes.
The funny thing is that for 30 years, some people haven’t wanted this advantage at all, but would rather keep the forest. Yes, apparently this „road yes, road no“ process has been running for that long. Nature conservation groups successfully opposed an old plan for the bypass. Following that, the road was replanned with a different route.
In a conversation, I received the following information about the assessment of what the citizens of Hückelhoven want:

„You can’t do anything about it anyway.“

„I’m already too old and dead by the time that’s implemented.“

„I have other problems than dealing with something like that.“

„I really don’t care.“

„I’m busy with career and stuff, I don’t have time to take a position on that.“

„This is a catastrophe (or let’s say another building block for the project of habitat loss for humans) for the future of humanity.“
So, to really cite this justification, all citizens of Hückelhoven would also have to be asked. Since the Ministry of Transport assumes that the citizens of Hückelhoven are happy about the plan, we would like to ask you, if you like, to briefly take a position. Should it turn out that the majority of citizens see no advantage in it, this justification would have to be deleted, leaving only three.

Pollutant savings due to shorter routes for long-distance traffic. Here, a bit of mathematics would be appropriate. The comparison: How much pollutant is saved per year? How much less oxygen and water protection due to clearing and construction? PLUS: From 2035, no more gasoline cars are to be sold. So the calculation must be: pollutant savings per year through shortening times 13 years, in contrast to the benefits of a forest. If the pollutant savings are extremely higher than the benefit of a forest, you could say that this is the most important reason for the planned L364n (in my logic).

Oh. It says that a level crossing must also be cleared for this. Hm. The Law of Nature EU wants to advocate for the return of the „right“ to local public transport for citizens. Isn’t it true that the railway is currently the most environmentally friendly way of traveling and transporting? Hm, and it says that construction work already started in February? I understood it anyway that citizens can still look at the regional plan and also file objections, and that the process of a farmer who does not want to sell his fields for it is still incomplete.
To be honest, none of these reasons convinced me of its importance.

Dear Sir or Madam, I am currently looking into the plans for the L364n and the planned clearing of a corridor through the Junkerberg beech forest. I am confused about one point. As far as I understood, the regional plan is still on display for inspection and the possibility of raising objections. In addition, a lawsuit at the Münster District Court is currently underway, the outcome of which is still unclear and could lead to this road not being built. Why are construction works already starting then? Please forward me the approval for the start of construction work. PS: Please let me know if you know who handles the calculations and compensation claims for current interventions in nature. Do you as a state office have anything to do with this, or should I turn with this question to the State of NRW or the Upper Nature Conservation Authority? Sincerely,

„We thank you for your inquiry. In the course of state road 364, there are several construction measures in the area of the Straßen.NRW regional office Niederrhein. The press release you attached refers to the L364n, in this case explicitly for the elimination of the level crossing in Geilenkirchen-Süggerath. The tree felling undertaken for this is located in Geilenkirchen. The Junkerberg near Hückelhoven is not affected here. For the construction of the L364n, Hückelhoven bypass, the use of the forest at Junkerberg is planned. Whether the bypass can be implemented with the existing plan approval is still subject to an outstanding judicial decision. We are happy to answer further questions.“
The Question of Compensation Measures
Before I write on, I will first announce the information from a newspaper article: 2,000 new trees must be planted for a cleared beech tree.
Oh man, who invented that law? If I briefly calculate from the gut feeling, certainly more than 10 beech trees would have to be felled. Let’s assume it’s 50. Then 100,000 new trees would have to be planted in return. Yes, where are they supposed to go? Is there even space for that in Germany? Is it possible to plant these as replacements in India, or does it actually have to be in Germany? Or is there enough space? And how much does it cost to plant a forest with 100,000 trees? Or would the areas of the former opencast mine be large enough for that? Can trees even grow there? What is the soil quality of a former opencast mining site like?
So 100,000, phew. Searching for information so I can imagine how large such an area must be, I come across Bauhaus (Bauhaus Initiative). (No info found quickly that clarifies my imagination of how large an area with 100,000 trees is.) They want to plant 1 million trees. Wow.
Unfortunately, I find an inglorious article about this in ARD. People in other countries are having their habitats taken away to build these „replacement areas“ there. Actually logical, since there is probably no space for it in Germany. As monocultures, and then charcoal kilns are made from them, which release even more CO2. Not allowed, but can be done. (The article from Berliner Woche regarding the large-scale planting campaign by Bauhaus was no longer available as of March 22, 2026).
The „FUTURE SITE InWEST“ (FSI) Project

The L364n bypass probably does not belong to this. It is being built for other reasons (at this point I was still assuming the reasons given!).

Challenge: Good for entrepreneurs and good for residents (and for me? or the other people in Germany or the world?). Town thoroughfares are not supposed to be burdened because of FSI. A traffic study is currently being worked out on how the traffic network absorbs the traffic that will be expected due to FSI.
NRW Minister of Transport Ina Brandes visited the city of Geilenkirchen for this reason to get an idea of the situation on site and to talk in a personal conversation with those responsible in the region about further improvements to the transport infrastructure. Ina Brandes, Minister of Transport of the State of North Rhine-Westphalia: „In the Rhenish mining area, we now have the unique opportunity to accelerate structural change in the region with new mobility.“
What is Structural Change?
From the student lexicon politics/economics:
„Structural change denotes a permanent change in the economic structure of an industry, region, or income bracket, which is neither seasonally nor cyclically motivated. Structural change is determined by scientific-technical innovations, increasing intertwining of national and international economies, and demographic conditions…“
Ok, that word structural change still comes from the old structure. Because it does not include the laws of nature. Or is it also called structural change when everyone becomes environmentally friendly now?
„This includes modern bike paths and rail networks, but also well-developed roads with connections to the federal trunk road network: In this way, the significant structural change project FUTURE SITE InWEST can develop properly. At the same time, it must be guaranteed that residents in the communities are relieved of through traffic—noise out, good air in…“
Economic growth AND higher quality of life. Higher quality of life for the Rhenish mining area and the Heinsberg district. To what extent are citizens there better off through FSI and fast road construction?
„I would like to thank you warmly for the constructive discussion with those responsible in the region. I am pleased that everyone is pulling together and in the same direction.“
Well, except for the citizens, there is resistance.
„The municipalities of Geilenkirchen, Heinsberg, and Hückelhoven as well as the Heinsberg district and its political representatives showed unity toward Brandes: They stand united behind the project and agree that FSI can contribute to strengthening innovative power and value creation as well as creating new jobs, thereby making an important contribution to structural change in the Rhenish lignite mining area and developing an enormous radiance for the region.“
So Hückelhoven has nothing to do with the L364 bypass, but probably with the FSI project.
Arguments of Politicians and Responsible Parties

Stephan Pusch (District Administrator Heinsberg District): „On the one hand, transport connection is the crux of developing this unique area in the Rhenish mining area. On the other hand, exactly therein lies the great opportunity to decisively advance urgently required infrastructure measures in the Heinsberg district together.“ (The crux – decisive point on which something specific depends. For me, this is the same side, not the other hand).

Ulrich Schirowski (Managing Director of the Economic Development Corporation for the Heinsberg District mbH): „The development of FSI means for the Heinsberg district—in view of a latent regional scarcity of commercial and industrial land—a unique opportunity for sustainable economic development, the settlement of significant companies, and the creation of future-oriented jobs… However, this must not lead unilaterally to an excessive additional traffic burden on residents. Therefore, development and marketing must go hand in hand with the realization of the required transport infrastructure projects.“

Conclusion and Open Questions
Well, so without FSI, the road is built because of a nice bike path, because the cars and trucks driving there without FSI need less fuel because the route is then shorter. And thus helps Germany save CO2. I want to see the calculation of this saving, because there must be one. Requested. And so that the people in Hückelhoven have it quieter because the cars then drive elsewhere. After consultation, however, I learned that the traffic flow will remain high because of MediaMarkt and so on. My suggestion would be a play street or flowers instead of an asphalt street out of the old street, so that no motorist prefers to drive there anyway. Push unsealing of surfaces.
I assume that once all details and questions are clarified:

Further Contradictions in the FSI Project

In the previous contribution, it was said that FSI was only a pusher, but the roads are not necessary for it, or are justified. Here it now says that the main focus lies precisely on that. A few days later (05/03/2022) the information from Straßen NRW: The section that is supposed to lead through the Junkerwald is actually ONLY intended for the relief of residents in Hückelhoven and has nothing to do with the other part of the L364n. Why these then bear the same name I do not know yet.
If citizens are against a road through the forest that is to be built to relieve them… uhhh…, now just so that citizens who do not protest against it have less noise, although their house is already standing on the road and a rare piece of beech forest would have to be killed for it, is untenable as a reason for a town bypass. Well, then FSI profits from it maybe. In autumn ’22 an urban development concept will be ready and the result of the traffic experts is finished, and then the bases are there for further developments.
The goal of the SofortprogrammPlus of the Rhenish mining area is to interest high-tech companies from the automotive, mechanical engineering, pharmaceutical, chemical, and plastics industries as well as energy and control technology for the location.

Ah, it would now be to differentiate. Because I do not see any sustainable companies in the points at first, at least I know it from the old industry branches that these harm nature. Will FSI be built and planned sustainably, and does it not matter then if unsustainable companies live there? Or do these companies then also belong to the role models.
Conclusion and Final Thoughts
In the end, what remains is the realization that economic interests and old political structures are being placed above the protection of nature, the forest, and the actual will of the citizens. The arguments for road construction and the industrial area contradict each other completely, and the true costs—both ecological and social—are ignored. What we need is a genuine shift that puts the preservation of our livelihoods first.
